Job Description
Leads civilian human-resources management for NATO bodies and headquarters served by JFC Norfolk. The branch head directs personnel policy, recruitment, contracts, employment conditions and workforce planning; negotiates with labour authorities and unions; advises senior commanders; and oversees budgets, payroll inputs, staff development and organisational change.

Summary of Responsibilities
- Manage and administer NATO international civilians, temporary civilians and consultants
- Direct civilian human-resources services for NATO bodies, headquarters and missions
- Develop and implement civilian employment policies, pay scales and liability management
- Negotiate agreements with unions, labour ministries and social-security agencies
- Advise commanders on strategic human-capital and individual personnel matters
- Develop payroll and budget inputs and certify calculations
Role Requirements
- University degree in human resources management, business administration, law, social sciences, public administration or a related field with six years of post-related experience, or higher-secondary education with advanced vocational training and the stated experience
- Six to eight years of personnel-management experience including four to five years managing a personnel office
- English SLP 4343
- NATO SECRET security clearance before confirmation and commencement
Desired Criteria
- Knowledge of labour legislation and labour-relations practices
- Knowledge of NATO regulations for civilian administration
- Experience in deployed NATO operations human-resources management
- At least twelve years of personnel-management experience
- Master's degree in HRM, social science, law or business administration
