Job Description

UNESCO’s Director of Human Resources Management leads organization-wide HR services from Paris. Reporting to the administration leadership, the Director steers the HR Strategy and reform agenda, integrates workforce planning, recruitment, learning and performance management, manages the Bureau’s staff and budget, advises senior leaders, and represents UNESCO in UN HR forums.

Summary of Responsibilities

  • Advise senior management on human resources matters and emerging HR issues
  • Lead formulation and implementation of UNESCO’s Human Resources Strategy
  • Direct an integrated talent-management framework across the employee lifecycle
  • Provide business intelligence on workforce trends for data-driven decisions
  • Lead HR professionals and manage the Bureau’s work programme and budget
  • Build working relationships with delegations, institutes, networks and providers
  • Represent UNESCO in staff-management meetings and United Nations HR forums

Role Requirements

  • Advanced university degree in human resources, public or business administration or management, law, social or human sciences, or related fields
  • At least 15 years of progressively responsible professional experience, with a significant part at managerial level
  • Experience leading change-related projects or programmes or implementing organizational transformation
  • Excellent knowledge and drafting skills in English or French and ability to work in the second language

Desired Criteria

  • Senior-level international or UN-system assignments
  • Knowledge of the United Nations Common System
  • Knowledge of Arabic, Chinese, Russian or Spanish
