Job Description
The Chief of Section leads UNMISS human-resources management in Juba, directing workforce planning, staffing, recruitment and performance management for a complex mission. The role advises Mission Leadership on structures, budgets and change initiatives; supervises HR systems and staff; ensures compliance; and coordinates human-resources engagement with headquarters and staff representatives.

Summary of Responsibilities
- Lead mission workforce planning, staffing requirements, structures, succession planning and forecasting
- Develop staffing strategies, recruitment and deployment plans for civilian positions
- Assess workforce gaps by function, skill, level, category, gender and geography
- Advise Mission Leadership on human-resources requirements, staffing tables and organisational structures in budget development
- Manage transparent, merit-based recruitment and selection processes and advise managers on staff-selection policies
- Direct human-resources policies, systems, performance management, career advice, training and delegated-authority monitoring
- Coordinate human-resources engagement with headquarters, staff representatives and justice-system entities
Role Requirements
- Advanced university degree in human resources management, business or public administration, social sciences, education or a related field
- First-level university degree plus two additional years of qualifying experience may be accepted in lieu of an advanced degree
- At least ten years of progressively responsible human-resources management, administrative services, management or analysis experience
- Experience delivering human-resources services in complex, volatile, conflict or post-conflict environments
- Experience managing staffing, administration and talent acquisition using enterprise resource platforms
- English is required
Desired Criteria
- Experience with United Nations common-system human-resources and administrative procedures
- Experience implementing change-management initiatives
