Job Description
Leads the International Civil Service Commission’s Human Resources Policies Division in shaping system-wide policies for the UN common system. The division chief steers research, policy recommendations, job-evaluation frameworks and implementation oversight across mobility, careers, performance, conduct, gender equity and field-entitlement issues, ensuring relevant and consistent guidance.

Summary of Responsibilities
- Develop and direct studies that inform system-wide human resources policies, standards and procedures
- Manage the mobility and hardship scheme, duty-station classifications, danger pay and rest-and-recuperation framework
- Formulate policy recommendations and provide authoritative advice to the Commission and General Assembly
- Monitor and guide implementation of Commission and General Assembly policies across common-system organisations
- Direct development, testing and review of job-evaluation systems, procedures and manuals
- Develop the Division work programme and manage staff performance and professional growth
Role Requirements
- Advanced university degree in human resources, public or business administration, or a related field, or a bachelor’s degree in the specified fields with two additional years of relevant work experience
- At least 15 years of progressively responsible experience in human resources management or human resources policy development in the UN common system, including senior-level positions
- Experience managing staff, leading a team and working in a multicultural environment
