About Cambodia

Cambodia is a South-East Asian country shaped by river systems, historic sites and fast urban change. Phnom Penh is a riverside city of markets, older quarters, new towers and busy streets. Siem Reap, Battambang and the coast offer different settings; rural communities remain central to its character.

Daily life in Phnom Penh is energetic and local. Motorcycles, tuk-tuks, buses and ride-hailing services link neighbourhoods, but traffic, heat and rain affect travel. Markets, cafés, health services and riverfront public spaces are widely used; their proximity depends on where one lives.

Cambodia’s international-organization dimension has evolved from post-conflict relief to long-term development cooperation. The UN Country Team works on health, education, social protection, food systems, climate, human rights, governance and mine action. Its SDGs include a goal on mines and explosive remnants of war, reflecting a continuing protection concern.

Working in Cambodia

Phnom Penh holds Cambodia’s UN and government-partnership market, while roles may cover Siem Reap, Sihanoukville and provincial programmes. Employers recruit across health, sexual and reproductive health, gender, social protection, education, youth, climate, food systems, migration, procurement, finance and monitoring. National and local posts usually require Cambodian eligibility; international, consultancy, volunteer and NGO appointments can differ in pay, visa, insurance, travel and relocation terms. Confirm the duty station, field-travel expectations and legal employer before accepting.

Why Cambodia

  • Inclusive development portfolios

Social protection, education, youth employment and health programmes create diverse technical opportunities.

  • Strong government-partnership work

Roles develop practical experience across national institutions, communities and development partners.

  • Expanding evidence and data roles

Surveys, public finance and programme monitoring support meaningful analytical career pathways.

How to apply for UN jobs in Cambodia

Find the original vacancy through IGOJobs, then apply through the named employer's official system. Cambodia does not have a shared UN application account: UNFPA, UNICEF, UNDP, UNOPS, IOM, WHO, the Secretariat, UN Volunteers and NGOs each set their own process.

1Confirm the employer, city and contract category

Check whether the role is Phnom Penh-based, supports a provincial programme or requires regular field travel. Identify whether it is international, National Officer, General Service, consultant, internship, UN Volunteer or NGO employment. The category determines eligibility, benefits and work-authorization arrangements.

2Complete the employer-specific application

Use the original portal and submit every required field and attachment before the deadline. UNFPA Cambodia, for example, advertises fixed-term, national and international consultancy roles through its own vacancies system; other agencies use different accounts. Keep a copy of the submitted application and vacancy text.

3Demonstrate Cambodian programme relevance

Match experience to the exact portfolio, such as health, SRHR, GBV, youth, social policy, child rights, climate, environmental governance, food systems, migration, public finance or data. Khmer is often essential for national and community-facing positions; present English and Khmer ability precisely where required.

4Establish the correct authorization route

Foreigners in ordinary Cambodian employment need a valid passport, legal entry, residency status, work permit and employment card under the labour rules. The employer normally manages the employment documentation. Eligible IGO appointees may have separately arranged official or host-status documentation, but this is not automatic for consultants, local hires or dependants; ask HR to confirm the precise route.

5Complete assessment and offer checks

Expect written assignments, interviews, technical presentations, references or competency questions. Before relocation, confirm the legal employer, duration, salary basis, insurance, duty station, travel, work permit or visa support, tax treatment, security arrangements and any eligible family support. Do not commit travel or housing until these terms are written.

Ordinary foreign-worker documentation and IGO arrangements

Cambodia’s labour framework requires ordinary foreign workers to hold a work permit and employment card, alongside lawful entry and residence status; the employer manages documentation. Eligible international appointments may instead use official or host-arrangement documentation. That is function-specific and does not automatically cover consultants, local staff or dependants. Confirm the legal employer, category, travel timing and applicable process in writing with HR before relocating.

Cambodia International Careers FAQs

Can non-Cambodians apply for IGO jobs in Cambodia?

Yes for eligible internationally recruited posts. National and local vacancies often require Cambodian nationality, residence or work eligibility, and some internships are explicitly national. The vacancy's eligibility and contract category decide this, not the fact that an organization is international.

Is Khmer required for jobs in Cambodia?

It depends on the post. Khmer is commonly essential for national, government-facing and community-delivery roles. English is widely used in international coordination, technical reports and regional interaction. Follow the vacancy's language requirements and provide accurate evidence of working proficiency.

Are most IGO jobs in Phnom Penh?

Phnom Penh is the main UN and partner hub, but work can include Siem Reap, Sihanoukville and other provincial areas. A Phnom Penh-based role may require travel to programme locations, while a field role can have different living and operational conditions. Read the specific duty-station wording.

Do foreign staff need a Cambodian work permit?

For ordinary employment, Cambodia requires foreign workers to hold a work permit and employment card, together with valid entry and residence status. An eligible IGO appointment can have a separate arrangement administered by the employer. Never assume a consultancy, local contract or offer letter alone provides that status.

Can a consultant use the same immigration route as staff?

Not necessarily. Consultants, individual contractors, staff and UN Volunteers can have different legal employers, contract terms and documentation responsibilities. The employer should state whether it supports a visa, work permit, residence or official-status process. Ask before accepting or travelling.

Can I apply without previous UN experience?

Yes unless the notice requires it. Cambodia employers value relevant government, NGO, research, health, gender, programme, finance, data, climate or private-sector experience. Translate demonstrable results into the advertised technical competencies, stakeholders and delivery environment.
