Consultant – Cash Plus Operational Manual

Provides technical support to Cambodia’s National Social Assistance Fund to refine the pilot Cash Plus model for the Social Assistance Family Package. The national consultant will update the operational manual, referral pathways and implementation tools, and facilitate consultations so social assistance benefits connect effectively with complementary services for vulnerable households.

• Review and refine the Cash Plus pilot design and operational framework
• Update the operational manual, referral pathways and implementation procedures
• Develop related operational tools using technical consultations and stakeholder feedback
• Facilitate consultations with ministries, sub-national administrations, service providers and development partners
• Align pilot arrangements with Cambodia’s National Social Protection Policy Framework

• Master’s degree in social sciences, political science, economics or a relevant field
• At least 5 years of experience advising government institutions on policy formulation and inter-ministerial coordination, particularly in social protection and local governance
• Experience designing or implementing social assistance and social service programmes
• English
