Job Description
Leads the finalisation and rollout of Cambodia’s National Referral Mechanism Guidelines for trafficking survivors. The consultant updates the national framework with government, civil-society and international partners, then develops practical curricula and delivers a training-of-trainers programme and cascade sessions to support consistent identification, referral, protection and reintegration services.

Summary of Responsibilities
- Update and finalise National Referral Mechanism Guidelines for trafficking survivors
- Lead consultative and validation workshops with ministries, civil society and international partners
- Define referral, protection and reintegration roles and coordination mechanisms
- Develop training curricula, facilitation materials and evaluation tools
- Deliver a training-of-trainers programme and two cascade trainings
- Prepare a report on training outcomes, participant feedback and recommendations
Role Requirements
- University degree in Social Sciences, Law, Human Rights, Public Policy or a related field
- At least seven years of technical, policy or research experience in human trafficking, migrant protection or migration management
- Fluency in English
Desired Criteria
- Experience with IOM or another UN agency
