Consultant

Leads the finalisation and rollout of Cambodia’s National Referral Mechanism Guidelines for trafficking survivors. The consultant updates the national framework with government, civil-society and international partners, then develops practical curricula and delivers a training-of-trainers programme and cascade sessions to support consistent identification, referral, protection and reintegration services.

• Update and finalise National Referral Mechanism Guidelines for trafficking survivors
• Lead consultative and validation workshops with ministries, civil society and international partners
• Define referral, protection and reintegration roles and coordination mechanisms
• Develop training curricula, facilitation materials and evaluation tools
• Deliver a training-of-trainers programme and two cascade trainings
• Prepare a report on training outcomes, participant feedback and recommendations

• University degree in Social Sciences, Law, Human Rights, Public Policy or a related field
• At least seven years of technical, policy or research experience in human trafficking, migrant protection or migration management
• Fluency in English
