Job Description

Designs and delivers a competency-based counter-trafficking training package for frontline agencies in the Marshall Islands. The consultant develops curricula, guides and assessment tools, validates materials with national partners and facilitates workshops and point-of-entry orientations.

Summary of Responsibilities

  • Review Marshall Islands counter-trafficking law, plans, procedures, assessments and referral pathways
  • Co-design a competency-based curriculum with modules on victim identification, protection, screening and referral
  • Produce session plans, slides, participant handouts, job aids, pocket guides and SOP checklists
  • Develop local scenarios, simulations, knowledge tests and confidence-assessment tools
  • Validate and revise the curriculum and materials with the National Taskforce and government partners
  • Facilitate workshops in Majuro and Ebeye for immigration, police, prosecutors, labour inspectors and health professionals
  • Deliver point-of-entry orientations at Majuro airport and seaport and embed job aids into daily practice
  • Submit inception, workshop and final reports with lessons and recommendations for subsequent programming

Role Requirements

  • University degree in law, criminal justice, human rights, social work, international relations or a related field
  • At least seven years of experience in counter-trafficking, survivor protection or related migration-governance programming
  • Experience designing and delivering competency-based training for government frontline agencies
  • Knowledge of victim identification, referral pathways and case-management approaches aligned with international standards
  • Experience applying gender-responsive, trauma-informed and disability-inclusive approaches to training or protection programming
  • Fluency in written and spoken English

Desired Criteria

  • Master's degree in a relevant field
  • Experience working in small-island or Pacific contexts
