Review and Assessment ConsultantNew

UNICEF is recruiting a national consultant to review performance-informed budgeting and develop a cost-efficiency framework for Cambodia's public financial-management reforms. Working with the Ministry of Economy and Finance, the consultant will review planning and budget documents, conduct stakeholder interviews, assess accountability and results linkages, develop methodology and costing tools, and provide technical advice and capacity building.

• Review performance-informed budgeting guidance and implementation
• Assess planning, budgeting and accountability linkages at central and provincial levels
• Conduct interviews and focus groups with government stakeholders
• Develop a cost-efficiency methodology and provide capacity building
• Provide technical advice on design, costing models and report writing

• Postgraduate degree in public finance, development studies, public policy, economics or another relevant field
• At least five years of professional experience in public finance, results-based management and monitoring and evaluation
• High proficiency in Khmer and English
• Open only to nationals of Cambodia
