Job Description
This national consultancy will strengthen Togo’s parliamentary budget-analysis and control unit so it can improve scrutiny of public finances. The budget manager will diagnose the unit, develop standard analysis tools, build members’ skills in programme budgeting and fiscal-impact assessment, support structured technical notes and establish a medium-term institutional capacity-building plan for effective parliamentary financial oversight.

Summary of Responsibilities
- Conduct a functional and organisational diagnosis of the parliamentary unit
- Strengthen members’ skills in budget and fiscal analysis
- Develop standard budgetary and fiscal-analysis tools
- Support production of technical notes
- Support examination of finance bills through analytical notes
- Formulate a medium-term capacity-strengthening plan
- Transfer expertise to unit members
Role Requirements
- Master’s degree in public finance, economics, public policy or a related field
- At least ten years of professional experience in public finance
- At least five years of experience in budget analysis, programme budgeting and budget reform in Togo
- Knowledge of the UEMOA harmonised public-finance framework
- Excellent French writing ability and good practical English knowledge
Desired Criteria
- Experience supporting parliamentary institutions
- Institutional-strengthening experience in West Africa
