Job Description
Supports Rwanda's Ministry of Finance to embed gender-responsive budgeting in national public-financial-management systems. The consultant works with the National Budget Department and UNICEF Social Policy team to strengthen analysis, budgeting processes and automation of gender tagging. The assignment combines policy, systems and capacity-building expertise to make budget decisions more equitable and responsive to children.

Summary of Responsibilities
- Embed within the National Budget Department under ministry and UNICEF technical supervision
- Support gender-responsive budgeting and its automation in public-financial-management systems
- Work with the ministry's current gender-responsive-budgeting analyst
- Strengthen analysis of gender, equity and child-responsive budgeting
- Contribute to requirements definition, configuration, testing or roll-out of budget-system improvements
Role Requirements
- Master's degree in economics, public finance, public policy, gender and development, development studies or a related field
- At least five years of professional experience in public financial management, budgeting or gender-responsive budgeting
- Practical experience with budget or public-financial-management information systems, including requirements definition, configuration, testing or roll-out
- Fluent English
- Fluent Kinyarwanda
Desired Criteria
- Familiarity with UNICEF or UN child-safeguarding and PSEA policies
- Experience automating gender-responsive budgeting or gender tagging in a national IFMIS
- Affinity with child rights and volunteerism
