Summary of Responsibilities
- Design an accessible procurement and public financial management guideline
- Develop a five-day training package using current legislation and ministry resources
- Facilitate final review and endorsement of the guideline and training package
- Conduct two national training-of-trainers programmes
- Support eight divisional training and trainer-development sessions
- Provide hands-on coaching to health and city-corporation officials
- Develop practical learning materials from real financial-management challenges
Role Requirements
- Master's degree or equivalent from a government-recognised or University Grants Commission-approved institution
- Training, degree or diploma in public procurement
- At least ten years of progressive experience in public administration, public procurement or public financial management
- Proven work with the Government of Bangladesh on procurement and public financial management
- Technical writing capability in English and Bengali with spoken English fluency
- Expertise in procurement policy, budgeting, expenditure, compliance, e-GP, tender documentation and bid evaluation
Desired Criteria
- Additional qualification in business administration or financial management
- Experience with large government projects and capacity building for officials
- Experience with the Ministry of Health and Family Welfare and its agencies
- Experience with international partners such as UNICEF or WHO
- Senior government networks and expertise in strategic purchasing or public-private partnerships
