Job Description
Strengthens the financial integrity of UNOPS grant-funded activities in Afghanistan by monitoring grantee finances, reporting risks and ensuring compliance with donor, regulatory and UNOPS requirements. The officer leads financial spot checks, reviews reports and supporting evidence, builds partners’ financial-management capacity, and supports grant audits and close-out alongside grants, programme and finance teams.

Summary of Responsibilities
- Develop schedules and oversee financial monitoring, verification missions and spot checks
- Review grantee financial reports and sampled expenditure evidence
- Identify financial risks and support internal-control improvements
- Maintain grant financial information in ERP and reporting platforms
- Deliver financial-management training and coaching to grantee finance staff
- Guide partners on financial procedures, grant agreements and UNOPS requirements
- Support grant closure, final-report review and audit coordination
- Document and share lessons from grants financial management
Role Requirements
- First university degree in finance, accountancy, financial management or an equivalent discipline
- Chartered accountancy certification accepted instead of a first-level university degree
- At least two years of relevant financial management, project accounting, budgeting or financial reporting experience
- Experience monitoring grant projects, reviewing financial reports and building grantees’ capacity
- Computer skills
- Fluent English
Desired Criteria
- Professional certification such as Certified Public Accountant
- Experience with UN, World Bank, donor agencies, government ministries or NGOs
