UNICEF seeks a national public-finance consultant in Lomé to support Togo's Budget and Finance Directorate and social ministries in improving programme budgets, child-sensitive multi-year expenditure planning, social-spending tagging, performance frameworks and budget bottleneck analysis.

Responsibilities
- Improve the quality and structure of budget programmes and actions in selected social ministries
- Support child-sensitive budgeting and preparation of 2027-2029 multi-year expenditure documents
- Continue tagging direct, indirect and early-childhood-related social expenditure
- Help ministries analyse public-finance bottlenecks that hinder budget execution and performance
- Strengthen links between sector priorities, allocations, indicators and performance targets
- Deliver the agreed technical outputs with the national Budget and Finance Directorate and UNICEF
Requirements
- A master's-level degree in public finance, economics, public policy or a related field
- At least 10 years of professional experience in public finance
- At least five years of demonstrated programme-budgeting and budget-reform expertise in the Togolese context
- Experience supporting ministries with programme-budget preparation
