International Consultant – Costing, Financing and Investment Planning for a National GBV Costed Plan

Leads costing, financing and investment planning for Liberia’s multisectoral national gender-based violence action plan, combining policy and budget analysis, financial modelling and stakeholder consultation to produce an implementable framework, monitoring system and donor investment case.

Department: UNFPA Liberia Country Office

• Design the consultancy roadmap, methodology, tools and costing plan
• Analyse Liberia’s gender-based violence policies, services, budgets and financing gaps
• Map stakeholders and facilitate inclusive national and subnational consultations
• Collect and validate sector data and assumptions for costing
• Build a transparent financial model for multisectoral gender-based violence interventions
• Formulate the action plan’s objectives, outcomes, outputs, indicators and implementation framework
• Develop monitoring, accountability and governance mechanisms for plan delivery
• Produce the final costed plan, executive policy brief and donor investment case

• Master’s degree in Development Studies, Public Administration, Economics, Public Policy, Gender Studies, Public Financial Management or a related field, or a bachelor’s degree with at least seven years of relevant experience
• At least five years of experience in gender, human rights or gender-based violence programming in Liberia
• Experience working with government institutions, civil-society organisations and development partners
• Experience leading stakeholder consultations and multisectoral coordination
• Expertise in costing, financing, public financial management and investment-case development
• Experience in policy analysis and qualitative and quantitative data collection
• Fluency in English

• Consultancy for 65 working days with travel to Liberian counties
• Payments are linked to inception, validation and final deliverables
