Overview

The consultant strengthens gender-responsive governance in five Bosnian local governments by designing and delivering training, mentoring officials and policymakers, applying gender analysis to plans and budgets, tracking institutional progress, coordinating partners and documenting results and practical lessons.

Responsibilities

  • Develop a work plan, methodology and coordination framework for the consultancy
  • Train five local governments in gender mainstreaming, planning and budgeting
  • Deliver a tailored gender-responsive budgeting session for mayors and senior policymakers
  • Prepare agendas, concept notes, presentations, exercises and handouts
  • Mentor local-government teams in applying gender analysis and budgeting principles
  • Track institutional progress and agree corrective actions with partners
  • Document good practices and lessons for knowledge sharing
  • Prepare training reports and a final narrative report on results and recommendations

Requirements

  • Master's degree in economics, financial management, public administration, governance, development studies or a relevant field, or first university degree with two additional years of qualifying experience
  • At least five years of progressively responsible experience in gender equality, public finance management or related fields
  • Technical expertise in government finance systems and gender-responsive budgeting demonstrated through at least four relevant assignments
  • Experience designing and delivering capacity building for public servants or elected representatives through at least three relevant assignments
  • Fluency in Bosnian, Croatian or Serbian
