Overview

Strengthens gender-responsive governance, planning and budgeting in four local government units in Bosnia and Herzegovina. The consultant trains and mentors municipal teams, applies gender analysis to public-finance processes and documents progress, lessons and recommendations for inclusive local governance.

Responsibilities

  • Develop a consultancy work plan, methodology and coordination framework
  • Design and deliver training on gender mainstreaming, governance, planning and budgeting
  • Prepare agendas, concept notes, presentations, exercises and participant handouts
  • Provide tailored technical advice and mentoring to four local government units
  • Help municipal teams apply gender analysis and gender-responsive budgeting principles
  • Deliver in-house capacity-building sessions for officials and elected representatives
  • Coordinate progress reviews with municipalities and UN Women and propose corrective action
  • Document good practices, lessons, results, challenges and final recommendations

Requirements

  • Master's degree in economics, financial management, public administration, governance, development studies or a relevant field, or a first-level degree with two additional years of experience
  • Minimum five years of progressively responsible experience in gender equality, public-finance management or related fields
  • Expertise in government finance systems, budget planning, gender-responsive budgeting, programme-based budgeting and public-finance reform demonstrated through at least three assignments
  • Experience designing and delivering capacity building for public servants or elected representatives through at least two assignments
  • Fluency in Bosnian, Croatian or Serbian
