BERDP 2035 Consultant

Supports operationalisation of the Bangsamoro Education Reform and Development Plan 2035 by refreshing sector evidence, completing its monitoring framework, updating education-financing assumptions and establishing coordination arrangements for inclusive, data-driven education reform.

• Update the education-sector situation analysis underpinning BERDP 2035
• Complete the plan’s monitoring and evaluation framework with baselines and targets
• Revise the financial framework using current sector data, performance and resource availability
• Establish coordination mechanisms from regional to division-office level
• Align implementation with the Bangsamoro Education Code and Sustainable Development Goal 4
• Facilitate consultations with education authorities and partners
• Translate updated evidence into practical implementation arrangements
• Produce analytical and planning outputs supporting inclusive, resilient education reform

• Master’s degree in education, education management, public policy, monitoring and evaluation or a related field
• More than ten years of experience in education, education financing, education policy development or education monitoring and evaluation
• Strong technical knowledge of basic education
• Expertise in education financing, monitoring and evaluation and policy development
• Strong facilitation, coordination, networking, analytical and writing skills
• Fluency in English and Filipino

• Office-based consultancy in Cotabato City with travel
• Consultancy duration is 12 months
