Overview

Supports a formative evaluation of Tajikistan’s competency-based education reforms. The consultant assembles evidence, maps stakeholders, coordinates interviews and focus groups, interprets and translates materials, validates institutional context and supports findings review under the lead evaluator’s methods.

Responsibilities

  • Compile project, policy and institutional documents in Tajik and Russian
  • Prepare an English annotated inventory and organize evaluation datasets
  • Map education stakeholders and coordinate interviews and focus groups
  • Interpret discussions and produce detailed interview and fieldwork notes
  • Translate guides, notes and report content among Tajik, Russian and English
  • Support mission logistics, venues, transport and stakeholder liaison
  • Validate institutional facts, policy timelines and education system context
  • Coordinate factual checks and stakeholder access for findings validation

Requirements

  • Bachelor’s degree or equivalent in education, social sciences, linguistics, international development or a related field
  • At least five years of experience in education research, programme evaluation, monitoring and evaluation or related assignments in Tajikistan
  • Experience conducting qualitative interviews and focus groups in Tajikistan
  • Ability to translate and summarize between Tajik, Russian and English
  • Fluency in Tajik and Russian and professional working proficiency in English
  • Nationality of Tajikistan
