Consultant(e) national(e) – Évaluation à mi-parcours du PSND-SIGE 2020–2030

Leads evaluation and revision of Cameroon’s 2020–2030 education management information system strategy. The consultant designs the methodology, analyzes sector data and implementation gaps, facilitates the national review, strengthens evaluation capacity and produces a revised strategy and costed 2026–2030 operational plan.

• Develop the evaluation methodology, workplan and data-collection tools
• Collect data from education, planning, finance and statistics institutions
• Assess PSND-SIGE progress, results, constraints and good practices
• Evaluate delivery gaps in the 2021–2025 operational plan
• Prepare the midterm evaluation report and review presentation
• Facilitate the national review and synthesize its recommendations
• Train national teams in strategic review and sector-plan evaluation
• Revise the 2020–2030 strategy and develop the costed 2026–2030 plan

• Advanced university degree in education sciences, evaluation, statistics, economics or a related field
• At least ten years of qualitative and quantitative analysis experience in education
• At least five years of experience evaluating education-sector project management systems, including education management information systems
• Experience collaborating with public institutions or technical and financial partners
• Strong knowledge of Cameroon’s education system
• Excellent command of French or English

• National consultancy for forty-five non-consecutive working days between August and November 2026
• Hybrid delivery with up to two missions and a maximum of twenty mission days
• Consultant provides their own computer and work equipment
