One-Shift School Model Costing Analysis Consultant

Develops a costed investment plan for Montenegro’s one-shift school model across up to 15 pilot schools. The consultant models infrastructure, equipment, meals, staffing and institutional changes, compares financing scenarios and sets implementation, risk and monitoring arrangements.

• Develop a detailed costed investment plan for the one-shift school model
• Estimate infrastructure, equipment, meal, staffing and reorganization costs for up to 15 pilot schools
• Build financial models and per-capita costing frameworks for implementation scenarios
• Compare financing options, resource constraints, timelines and expected outcomes
• Assess implementation risks and define practical mitigation measures
• Set monitoring and evaluation arrangements for the investment plan

• Master’s degree in economics or education finance
• At least five years of experience in economics, education finance or another relevant field
• Advanced knowledge of English
• Submit a CV, relevant authored work sample, proposed analysis methodology and financial proposal

• Three-month remote consultancy supporting up to 15 pilot schools
• A separate financial proposal and technical methodology are required
