Consultant for the Development of Foundational Learning Policy and Implementation Plan

Leads development of Nigeria’s Foundational Learning Policy and implementation guidelines, working with the Federal Ministry of Education and its agencies to translate evidence and education-sector experience into practical reforms that improve literacy and numeracy outcomes.

• Lead development of the Foundational Learning Policy for Nigeria
• Develop implementation guidelines for the Foundational Learning Policy
• Guide the Federal Ministry of Education and its agencies through the policy development process

• Advanced university degree in education development, foundational learning, sustainable development, education policy, teacher training, international relations or a related field
• At least eight years of experience improving learning quality, ideally involving curriculum, learning materials, teacher development, pedagogy or basic education
• Working knowledge of current global education issues and good practice
• Experience supporting government-led education reforms in Sub-Saharan Africa or a context similar to Nigeria
• Experience developing, implementing and scaling approaches to improve foundational literacy and numeracy
• Expertise in education-sector planning and strategy development, particularly out-of-school programming
• Fluency in English

• Office-based consultancy for six months
