Overview

Supports IIEP-UNESCO Africa with education policy analysis and sector planning. The consultant reviews a partnership compact, evaluates and updates an education sector plan and results framework, completes the financial simulation model, supports budget decisions and prepares the next planning cycle.

Responsibilities

  • Support the partnership compact self-assessment and inclusive dialogue
  • Finalize the country status report and mid-term review memorandum
  • Conduct a light mid-term evaluation of the education sector plan
  • Update the results framework and prepare the next sector planning cycle
  • Finalize the simulation model and support budget allocation decisions
  • Revise the sector plan, its annexes and the costed three-year action plan

Requirements

  • Master’s degree in economics, statistics or an equivalent field
  • At least twelve years of international experience in education system analysis and planning in developing countries
  • Experience developing RESEN analyses, financial simulation models and education sector plans
  • Experience in sector coordination, data collection and analysis and report writing
  • Excellent oral and written French
