Consultant·e senior - Financement de l'éducation et renforcement de la chaîne PPBSE

The senior consultant will strengthen education-finance reform in Burundi or Guinea by improving programme budgeting, PPBSE tools, resource allocation, data and monitoring systems, gender-responsive planning and national capacity through coaching, training and institutionalisation.

Department: International Institute for Educational Planning

• Diagnose PPBSE, public-finance, monitoring and gender-responsive planning systems
• Develop reform roadmaps and harmonised programme-budgeting instruments
• Improve resource-allocation methods using efficiency, equity, gender and vulnerability criteria
• Strengthen data production, analysis, dashboards and sector-performance reporting
• Integrate gender-responsive indicators and budgeting throughout the PPBSE chain
• Design and deliver trainer development, coaching and learning-by-doing programmes
• Support institutional coordination, change management and reform sustainability
• Document good practices and lessons for national ministries, IIEP and GPE

• Master’s degree or higher in Economics, Public Finance, Public Policy, Public-Sector Management, Education Planning or a related field
• At least ten years of professional experience in education planning and finance in low- or middle-income countries
• Demonstrated expertise in education public-finance management, PPBSE and programme budgeting
• Strong experience in monitoring, evaluation and education-management information systems
• Excellent quantitative and qualitative analysis, writing and synthesis skills
• Fluency in written and spoken French

• Full-time remote consultancy for 11 months from August 2026, with possible work at the IIEP office in Paris
• Two consultants will be appointed, one assigned to Burundi and one to Guinea
• Field missions to the assigned country and participation in a co-construction workshop in Paris are required
