Overview

UNFPA seeks a national consultant to co-develop Liberia's evidence-based, costed plan to prevent and respond to gender-based violence. The assignment analyses policy and institutions, assembles national data, leads inclusive consultations, validates costing assumptions and links the plan to government budgeting and financing.

Responsibilities

  • Analyse Liberia's legal, policy and institutional frameworks for gender-based violence prevention and response
  • Map existing programmes, services, system gaps and financing constraints
  • Collect and validate government budgets, sector data, service statistics and costing assumptions
  • Lead national and subnational consultations with government, civil society and development partners
  • Align the action plan with national priorities, sector policies and budgeting processes
  • Contribute to the costing framework, financing strategy and investment case
  • Prepare analytical, consultation and validation reports and draft sections of the final plan

Requirements

  • Master's degree in development studies, public administration, economics, public policy, gender studies, public financial management or a related social-science field, or a bachelor's degree with at least seven years of relevant experience
  • At least five years of professional experience in gender, human rights or gender-based violence programming in Liberia
  • Experience working with government institutions, civil-society organisations and development partners
  • Track record in stakeholder consultation and multi-sector coordination
  • Fluency in English
