International Consultant to Develop the Background Paper and Common Africa Position for CSW 71

Produces the evidence base and Common Africa Position for CSW 71, analysing gender equality progress across the 2030 Agenda, aligning recommendations with African frameworks, and supporting expert and ministerial consultations that shape a credible continental negotiating position.

Department: Liaison Office to the African Union and UNECA

• Conduct literature review and desk research on gender equality, the 2030 Agenda, climate change and disaster risk reduction
• Map institutions and experts able to contribute to Africa’s CSW 71 preparation
• Prepare the background document using gender-disaggregated evidence across SDG, economic, political, climate, care, data and financing themes
• Align outputs with the Maputo Protocol, Agenda 2063, CEDAW, the SDGs and other continental frameworks
• Develop agendas and substantive inputs for expert and ministerial consultations
• Draft the Common Africa Position with action-oriented recommendations grounded in evidence
• Incorporate Member State and civil-society perspectives into the continental position
• Report the outcomes of expert and ministerial consultations

• Master’s degree or higher in Gender Studies, Sociology, Public Administration, International Relations, Law or a related social science, or a relevant bachelor’s degree with two additional years of qualifying experience
• At least ten years of programme experience in gender equality, women’s empowerment, sustainable development, SDG implementation, policy analysis or intergovernmental policy drafting in Africa
• Experience leading research and analytical work on gender equality, the 2030 Agenda or women’s empowerment in Africa
• Experience developing regional or continental policy frameworks, common-position papers or comparable advocacy documents
• Professional experience with development agencies, the United Nations, African Union or African Union Member States
• Fluency in English

• Home-based consultancy with required travel to Addis Ababa for consultations
• UN Women covers authorised mission travel under its travel policy
