Overview

Supports Serbia’s labour ministry to prepare the Youth Guarantee Implementation Plan for 2027–2029, analysing labour-market evidence and consultations to shape reforms, implementation and monitoring arrangements that embed gender equality, equal opportunity and non-discrimination.

Responsibilities

  • Review labour-market analyses, implementation reports and policy documents
  • Participate in consultations with the ministry and expert group
  • Identify reforms and initiatives across all Youth Guarantee phases
  • Draft the 2027–2029 Youth Guarantee Implementation Plan
  • Integrate gender equality and non-discrimination into measures and monitoring
  • Revise and finalise the plan following government and European Commission review

Requirements

  • Master’s degree in economics, law, gender studies, political science, social sciences, governance or a related field, or a first-level degree with two additional years of experience
  • At least five years of experience developing, implementing or monitoring youth employment policies and programmes
  • Experience developing at least two strategic employment documents
  • Fluency in written and spoken English and Serbian
