International Consultant: Gender, Climate and Security Assessment in Niger

Leads a national assessment of how climate change, conflict and gender inequality interact in Niger. The consultancy designs the methodology, gathers and analyses evidence with public institutions and civil society, and delivers validated recommendations for gender-responsive climate, peace and security policy and programming.

• Review national gender, climate, peace and security policies, strategies, studies and datasets
• Design an integrated assessment methodology and validated qualitative and quantitative data-collection tools
• Consult national institutions, civil-society organisations, producer groups and technical partners
• Analyse differentiated climate and security risks affecting women, men and young people
• Assess women's participation in climate, peace and security governance and identify promising resilience practices
• Draft an assessment report with strategic and operational recommendations for national policy and programmes
• Present findings at a national validation workshop, integrate stakeholder feedback and finalise the report

• Advanced university degree in gender studies, environment, climate change, peace and conflict studies, international development, social sciences or a related field, or a first university degree with two additional years of relevant experience
• At least seven years of professional research or policy-analysis experience related to gender, climate or security
• At least five years of experience conducting analytical studies or strategic evaluations for international organisations
• Knowledge of the Women, Peace and Security agenda and international climate-policy frameworks
• Excellent gender-sensitive data collection, analysis, writing and communication skills in French
• Fluency in French

• Home-based consultancy with up to one official trip to Niamey
• Inception report due 10 August 2026, draft findings due 27 August 2026 and final report due 4 September 2026
