Overview

Evaluates UN Women’s Kyrgyz Republic portfolio and Strategic Note through gender-responsive, human-rights-based inquiry. The consultant reviews programme relevance and results, leads inclusive data collection and analysis, validates findings with stakeholders and develops recommendations for the next strategy.

Responsibilities

  • Conduct an evaluability assessment and prepare the inception report
  • Review the portfolio, theory of change, results frameworks and programme evidence
  • Design and apply gender-responsive and human-rights-based evaluation methods
  • Conduct interviews, focus groups, document analysis and field data collection
  • Analyse evidence and present preliminary findings to evaluation stakeholders
  • Draft a concise evaluation report with prioritised recommendations
  • Revise findings and recommendations following reference-group and management review

Requirements

  • Masters degree in social science, sociology, international development, gender or women studies, or a related area
  • At least seven years of practical experience conducting gender-responsive evaluations of development strategies, policies and programmes
  • Extensive experience applying qualitative and quantitative evaluation methods
  • Strong record designing and leading evaluations
  • Proficient written and spoken English
