The consultant assesses relevance and effectiveness across health, education and social protection, applies gender-responsive methods and contributes evidence to the final evaluation.

Responsibilities
- Assess human development, social inclusion and gender equality under the Cooperation Framework
- Evaluate the relevance and effectiveness of United Nations social-sector interventions
- Analyse gender-equality results using gender-responsive methodology
- Contribute to the evaluation inception report, design matrix and workplan
- Collect and analyse evidence on health, education and social-protection outcomes
- Prepare preliminary findings and contribute to the final evaluation report
Requirements
- Master’s degree in economics, social sciences, public health, education, gender or development studies, or a first degree with two additional years of experience
- At least five years of experience designing, implementing or evaluating social-development programmes
- Experience applying results-based management
- Experience in data collection and gender-responsive, human-rights-based evaluation
- Knowledge of Togo’s social-sector challenges and the United Nations system
- Fluency in French
