Overview

Designs and facilitates the process for Moldova’s UN Cooperation Framework 2028–2032. The consultant leads strategic prioritisation, theory-of-change and results-framework development, coordinates consultation with government and partners, and drafts the final framework aligned with the 2030 Agenda and EU accession.

Responsibilities

  • Conduct the desk review and produce an inception methodology and workplan
  • Elicit and analyse UN Country Team inputs for strategic priorities
  • Facilitate consultations with government, development partners, civil society, academia, youth, media and business
  • Develop the Cooperation Framework theory of change and results matrix
  • Quality-assure inputs from UN leadership, results groups and specialist teams
  • Draft the full Cooperation Framework, implementation arrangements and annexes
  • Align the framework with Moldova’s EU accession priorities and the 2030 Agenda
  • Integrate stakeholder feedback and secure approval from UN and government governance bodies

Requirements

  • Advanced university degree in international development, economics, social sciences or a related field
  • At least ten years of professional experience in international-development initiatives with development organisations
  • Systems-thinking expertise and qualitative and quantitative analytical capability
  • Evidence from at least three initiatives of identifying beneficiary needs and matching appropriate solutions
  • Experience using mixed methods for complex analysis
  • Knowledge of UN reform, country-level strategic programming and the 2030 Agenda
  • At least two assignments preparing strategic, programming or similar analytical documents
  • Understanding of the regional development and political context and EU accession
  • Fluency in written and spoken English
