Overview
Serves as national evaluator for UN Women’s Kyrgyz Republic country portfolio, collecting and triangulating evidence, applying gender-responsive and human-rights-based methods, analysing programme performance and helping produce inception, findings and final evaluation reports.

Responsibilities
- Review the country portfolio, theory of change, performance indicators and available evidence
- Conduct interviews, focus groups, document review and observation using mixed methods
- Support in-country data collection and contextual analysis across the Kyrgyz Republic
- Analyse and synthesize findings on relevance, coherence, effectiveness, efficiency and sustainability
- Present preliminary findings for validation by evaluation governance groups
- Draft inception and evaluation-report inputs and address review feedback
Requirements
- Master’s degree in social science, sociology, international development, gender or women’s studies, or a related area
- At least five years of practical experience on gender-equality and women’s-empowerment development issues, including support to evaluation processes
- Fluency in written and spoken English
- Fluency in written and spoken Russian
- Independence from conflicts of interest in the evaluated portfolio
