National Consultant – Gender-Responsive Safety and Access Audit, Port Vila Reconstruction

Supports a gender-responsive safety and access audit of Port Vila market and the central business district, combining community research, site assessment and stakeholder consultation to inform inclusive reconstruction, violence prevention and practical action planning.

Department: UN Women Fiji Multi-Country Office

• Review urban plans, policies, safety frameworks and evidence on violence against women and girls
• Map government, infrastructure, market, service, civil-society and community stakeholders
• Plan and coordinate interviews, focus groups, venues and field data collection
• Lead or co-facilitate interviews and focus groups under survivor-centred ethical protocols
• Conduct site observations of lighting, access, sanitation, transport and pedestrian infrastructure
• Organise qualitative data and contribute to thematic analysis and preliminary findings
• Draft gender-audit report sections and support stakeholder validation
• Develop the prioritised action plan and dissemination materials with the lead consultant

• Advanced university degree in gender studies, urban planning, social sciences, public health or a related field, or a first-level degree with two additional years of qualifying experience
• Minimum five years of relevant experience with a master's degree or seven years with a first-level university degree
• Experience conducting qualitative research in Vanuatu or the Pacific
• Knowledge of gender equality, women's safety or ending violence against women and girls
• Ability to apply survivor-centred and ethical research standards
• Fluency in written and spoken English

• Assignment of up to 60 working days over approximately four months
• Port Vila field work is required, with home-based work permitted for desk review, analysis and drafting
• Payments are tied to approved deliverables
• Authorised travel costs are covered separately by UN Women
• The consultant works under the EVAWG Programme Technical Specialist and lead consultant
