Produces a 50-page study that assesses methods and indicators used to forecast demand for care across Latin America and the Caribbean. The consultancy will examine measurement frameworks, identify weaknesses and propose stronger indicators for dimensions of care that remain poorly understood.

• Produce a 50-page study synthesising methods used to forecast care needs
• Develop a theoretical framework and measurement units for care time and monetary indicators
• Analyse drivers of care demand across age, gender, socioeconomic status and health
• Assess indicators covering internationalisation, care deficits, mistreatment and supply-demand balance
• Evaluate the strengths and weaknesses of existing indicators
• Propose new indicators for poorly understood dimensions of care
• Submit draft and final studies incorporating technical comments from ECLAC and GIZ

• University degree in social sciences, economics, sociology, demography or another relevant social-science field
• At least ten years of research experience in care economics, time use, unpaid-work measurement, demography or gender-responsive social policy
• Fluency in Spanish

• Consultancy runs from 3 August 2026 to 31 January 2027
