Consultant national expert fiscaliste en appui à la Cellule parlementaire d’Analyse et de Contrôle Budgétaire

This national consultancy will strengthen the technical, methodological and organisational capacity of Togo’s parliamentary budget-analysis and control unit. The expert will support institutional reform, fiscal and budget analysis, technical notes and scrutiny of finance bills, while developing sustainable capability for parliamentary oversight of public finances and transferring expertise to the unit’s members.

• Conduct a functional and organisational diagnosis of the parliamentary unit
• Strengthen members’ capacity in budget and tax analysis
• Develop budgetary and fiscal-analysis tools
• Support production of technical notes
• Support scrutiny of finance bills through analytical notes
• Propose a sustainable capacity-strengthening plan
• Transfer expertise to unit members

• Master’s degree or higher in taxation, tax law or an equivalent discipline
• At least ten years of professional experience in taxation
• Experience in tax legislation and analysis of finance bills
• Excellent knowledge of Togolese taxation
• Excellent French proficiency and good practical English knowledge

• Experience supporting parliamentary institutions
• Knowledge of UEMOA tax directives
• Experience with public institutions, international organisations or specialist firms
