Overview
Provide senior technical assistance on Ukraine health financing reforms and strategic purchasing. The consultant analyses hospital and mental-health financing, supports European Union accession and cross-border care, develops performance and quality frameworks, and prepares policy advice with national partners.

Salary
USD 18,400–4,600 / monthly
Responsibilities
- Review health-financing policy, purchasing arrangements and system reforms
- Analyse quantitative and qualitative evidence and prepare technical reports
- Develop recommendations on hospital and mental-health service purchasing
- Support health-financing aspects of European Union accession and cross-border care
- Develop performance and quality monitoring frameworks for specialized services
- Engage the Ministry of Health, national purchaser and development partners
- Contribute to WHO analytical reports, policy guidance and publications
- Prepare presentations and facilitate technical consultations
Requirements
- Master degree in health economics, health financing, public health, medicine, health policy, public administration or a related field
- At least seven years of relevant health-financing, economics, policy, systems or strategic-purchasing experience
- Policy-analysis and technical-publication experience
- Experience with government or international organizations in health-sector reform
- Expert English and Ukrainian
- Knowledge of Ukraine Program of Medical Guarantees and national purchasing arrangements
