National Consultant – Health Financing Data Analytics

Builds an institutional health-financing data and analytics platform for WHO Ukraine. The consultant coordinates administrative datasets and analytical projects, develops reproducible methods and dashboards, specifies provider-payment changes for eHealth systems and trains WHO and national counterparts.

Department: WHO Country Office Ukraine, Health Financing Unit

• Coordinate requests for health-financing data from the National Health Service of Ukraine and other sources
• Clean, validate, manage and document large administrative health datasets
• Coordinate analytical work across WHO projects for consistency, quality and reproducibility
• Develop technical specifications, coding rules and algorithms for provider-payment reforms
• Prepare analytical reports, dashboards, visualizations, presentations and policy briefs
• Document analytical methods and data-management procedures
• Train WHO staff and national counterparts on analytical tools and methodologies
• Provide ad hoc analysis supporting health-financing policy dialogue

• Bachelor’s degree in health informatics, information management, statistics, public health, health economics, data science or another relevant field
• At least three years of experience in health-data management, health-information systems, health informatics or health-data analytics
• At least one year of experience working with or within the National Health Service of Ukraine
• Experience managing, cleaning, analysing and interpreting large administrative datasets
• Experience preparing reports, policy briefs, dashboards or other analytical products
• Expert Ukrainian and good working English

• On-site assignment at the WHO Kyiv Office
• Domestic travel may be required subject to the security situation
• Total contract value USD 39,600 at USD 3,600 per month
