National Consultant – Health Sector Capital Investments

Supports Ukraine’s health-sector capital-investment planning through data analysis, technical documentation and implementation of investment-management and prioritization tools. The consultant coordinates national inputs and turns health-system, infrastructure and financing data into decision-ready products.

Department: WHO Country Office Ukraine, Health Financing Unit

• Compile, clean, validate and analyse national health infrastructure and service datasets
• Operationalize investment indicators, scoring criteria and prioritization approaches using Ukrainian data
• Support testing and refinement of the Health Capital Investment Management System
• Prepare data dictionaries, validation rules, user workflows and technical documentation
• Develop investment inventories, dashboards, maps, provider profiles and policy briefs
• Coordinate data and technical inputs with national authorities, experts and development partners
• Support consultations, workshops, pilot activities and user testing
• Report implementation progress, challenges and recommendations for programme improvement

• Bachelor’s degree in economics, public health, health policy, public administration, data science or another relevant field
• At least two years of relevant experience in health-systems analysis, health economics, health-service planning, health information systems, data analytics, capital-investment planning or a related field
• Experience compiling, managing, analysing and interpreting quantitative datasets for policy or programme decisions
• Strong analytical and quantitative skills
• Strong written communication skills in English and Ukrainian

• On-site assignment at the WHO Kyiv Office
• Up to two domestic trips may be required, subject to the security situation
• Total contract value USD 39,600, paid at USD 3,600 per month
