National Consultant: Assessment of Provincial Planning, Budgeting, Procurement and PHC Service Delivery for Vaccines and Nutrition Commodities

Conducts a provincial assessment of vaccine and nutrition-commodity planning, financing, budgeting, procurement and primary-health-care delivery in South Africa. The consultancy generates policy evidence, engages stakeholders and develops recommendations to strengthen health systems and resource allocation.

• Generate evidence on planning, financing and procurement decisions for vaccines and nutrition commodities
• Analyse health systems, procurement systems and relevant policies
• Engage key informants and stakeholders in the assessment process
• Design and implement mixed-methods research and analytical protocols
• Prepare ethics submissions, analytical reports and evidence-based recommendations

• Master’s degree in Health Economics, Health Financing, Public Health, Economics, Health Policy Management, Public Policy or a related field
• At least eight years of healthcare-financing experience
• Fluency in written and spoken English

• Experience with provincial health systems in South Africa
• Familiarity with immunisation, nutrition, primary health care or child health programmes
• Experience conducting public-expenditure reviews, fiscal-space analyses or resource-allocation studies
• Experience working with government, UNICEF, WHO or other development partners
