Overview
Leads development of Papua New Guinea’s first national viral-hepatitis strategy through epidemiological assessment, stakeholder consultation and technical planning. The consultant will produce a costed implementation plan, financing strategy and monitoring framework and support validation, endorsement and dissemination.

Responsibilities
- Assess viral-hepatitis epidemiology, interventions, vaccination, diagnostics, treatment and supply systems
- Convene a national working group and facilitate agreement on strategic priorities
- Develop a costed five-year national viral-hepatitis strategy aligned with WHO guidance
- Prepare an operational plan with annual milestones, financing needs and resource-mobilisation options
- Design a monitoring and evaluation framework with indicators, targets and accountable agencies
- Validate and finalise the strategy with stakeholders and support endorsement and dissemination
Requirements
- Advanced university degree in medicine, public health, health policy or a related field
- At least seven years of international experience in public-health programme planning or communicable-disease programme management
- Experience developing or revising national strategies, guidelines, policies or technical documents
- Experience working with a national health department and multiple stakeholders
- Expert knowledge of English
