Job Description
Develops and pilots a competency-based training package for Cambodia’s Village Health Support Groups, combining adult learning, trainer development and digital materials. The consultancy also evaluates interpersonal communication training to strengthen community health practice, supervision and national scale-up.

Summary of Responsibilities
- Review national community-health policy, guidance, curricula and technical standards
- Develop modular facilitator and participant materials, practical exercises, job aids and assessments
- Adapt the training package for face-to-face and digital learning modalities
- Design monitoring tools for competency acquisition and post-training performance
- Facilitate technical consultations and revise Khmer-language materials from stakeholder feedback
- Design and deliver training of trainers for provincial and district participants
- Coach trainers and develop supervision, mentoring and refresher-training guidance
- Assess interpersonal communication training and produce recommendations for national scale-up
Role Requirements
- Advanced university degree in public health, health promotion, social and behaviour change, risk communication, health education, social or behavioural sciences, communication, adult learning, development studies or a related field
- At least seven years of experience in public health, community health, health promotion, social and behaviour change, community engagement or capacity development
- Experience developing competency-based curricula and learning materials for community health or frontline workers
- Experience designing and facilitating trainer development, workshops, coaching, mentoring and supportive supervision
- Experience in training evaluation, programme documentation, qualitative assessment, data analysis and report writing
- Fluency in written and spoken Khmer
- Strong written and spoken English, including technical reporting and training-material development
- Cambodian nationality
Desired Criteria
- Experience with UNICEF, WHO, other UN agencies or development partners on community health or workforce capacity development
