Designs simulation-based learning for migrant workers and Kazakh law-enforcement stakeholders on ethical recruitment, online fraud and cybercrime prevention. The consultant researches local risks, builds two curricula and seven interactive scenarios, pilots materials and delivers facilitator guidance.

Responsibilities

  • Research Kazakhstan’s labour-migration, recruitment, cybercrime and fraud framework
  • Consult ministries and practitioners to map fraud typologies and learning needs
  • Design simulation methodology, objectives, competencies and assessment pathways
  • Develop separate training modules for prospective migrants and frontline officials
  • Create at least seven interactive fraud scenarios with decision paths and learning feedback
  • Pilot simulations and facilitate validation workshops with IOM and government stakeholders
  • Incorporate feedback and finalise curricula, facilitator guides and participant materials
  • Deliver implementation manuals, a final report and practical recommendations

Requirements

  • Master’s degree in Law, Criminology, Cybersecurity, Information Security, Public Administration, Migration Studies, Social Sciences, Education, Communications or a related field
  • At least five years of relevant experience in cybercrime prevention, fraud prevention, ethical recruitment, trafficking prevention, migration governance, curriculum development or simulation-based learning
  • Proven personal experience designing simulation-based learning products, scenarios, interactive training or comparable educational tools
  • Experience producing original curricula, facilitator guides, participant manuals or learning materials
  • Fluency in Kazakh and Russian
