Job Description

Develops the analytical foundation for Ukraine’s health capital-investment system, creating prioritisation, appraisal and lifecycle-costing methods, defining interoperable system requirements and validating decision-support tools with government, financing institutions and technical partners.

Summary of Responsibilities

  • Review international methods for health capital and public investment planning
  • Develop indicators, benchmarks and assessment criteria for investment prioritisation
  • Design approaches for service-needs, provider-capacity and portfolio analysis
  • Develop lifecycle-costing, affordability and value-for-money methods
  • Define business and interoperability requirements for the investment management system
  • Test analytical models on investment proposals and refine them with feedback
  • Prepare technical guidance, reports and presentations
  • Coordinate consultations with government, financiers and software developers

Role Requirements

  • Advanced university degree in health economics, economics, public finance, public policy, health policy, public administration or a related discipline
  • Minimum ten years of experience in health economics, health financing, health infrastructure planning, health systems analysis or public investment management
  • Experience supporting hospital-network transformation, service planning or capital-investment planning
  • Experience developing analytical frameworks, methodologies or decision-support tools
  • Experience working with governments or international organisations
  • Expert English

Desired Criteria

  • Experience with health information systems, geographic information systems or data analytics
  • Experience with WHO, World Bank, EIB, EU or other international organisations
  • Experience supporting health-sector recovery or reconstruction
  • Experience in public-investment appraisal or infrastructure planning
  • Knowledge of EU public-investment approaches and health-data integration

Skills to Have

Additional info

  • Eleven-month part-time remote consultancy from 1 September 2026 to 1 August 2027
  • One or two missions to Ukraine are expected subject to security
  • Daily rate: USD 500 for 110 days
  • Contract total value: USD 55,000
