Summary of Responsibilities
- Advise development of the Health Sector Investment Strategy and medium-term framework
- Lead governance arrangements for capital-investment planning and delivery
- Review analytical products on project preparation, appraisal and financing
- Guide alignment of investments with health-system and hospital-network reform
- Lead policy dialogue with the Ministry of Health, financiers and development partners
- Ensure coherence across WHO’s capital-investment and recovery programme
- Develop high-level policy papers, frameworks and technical recommendations
- Contribute to WHO publications and presentations for senior audiences
Role Requirements
- Advanced university degree in health economics, economics, public finance, public policy, health policy, public administration or a related discipline
- Minimum ten years of international experience in health financing, public investment management, health economics, health-system recovery or strengthening
- Experience advising governments on health-financing reform, capital-investment planning or health-sector governance
- Experience preparing analytical reports, policy papers or international publications
- Expert English
Desired Criteria
- Experience with WHO, World Bank, EIB, EBRD, EU or international financial institutions
- Experience supporting post-conflict or post-disaster health-system recovery
- Experience in capital-investment appraisal or infrastructure planning
- Experience facilitating policy dialogue with governments and development partners
- Publication record in health economics, health financing or public investment
Skills to Have
Additional info
- Eleven-month part-time remote consultancy from 1 September 2026 to 1 August 2027
- One or two missions to Ukraine are expected subject to security
- Daily rate: USD 625 for 110 days
