International Consultant – EMT Mental Health and Psychosocial SupportNew

Provides regional technical expertise to integrate mental health and psychosocial support into Emergency Medical Team standards, operating procedures, simulations and emergency responses, while developing culturally grounded training, strengthening practitioner networks and improving monitoring and reporting.

• Help national Emergency Medical Teams integrate MHPSS standards, referral pathways and survivor-centred SGBV procedures into operating procedures
• Support implementation tools and training materials for MHPSS Specialized Care Teams
• Design and facilitate MHPSS scenarios for simulation exercises and incorporate lessons into revised procedures and training
• Adapt and deliver culturally grounded, GEDSI-aligned psychological-first-aid and emergency-MHPSS training for Pacific teams
• Strengthen the regional and global EMT MHPSS community of practice and develop country-level trainers
• Lead development of minimum standards guidance and peer-reviewed publications on MHPSS action by Emergency Medical Teams
• Maintain sex- and disability-disaggregated training and activity data and report against programme indicators
• Contribute MHPSS content to internal, external and post-activity reports
• Develop minimum data-set forms, databases and analysis for emergency MHPSS planning and services
• Support Emergency Medical Team Coordination Cell operations and MHPSS interventions during activations

• Terminal or doctoral degree in psychology, psychiatry or a closely related field
• Qualification to practise independently
• At least seven years of relevant national and international experience in mental health and emergency response
• Demonstrated experience developing and delivering training for mental health or health-emergency response
• Experience developing or deploying as part of a health-emergency response
• Excellent written and spoken English
• Ability to work remotely from the Western Pacific Region during Manila and Suva working hours

• Specialized training in health-emergency or disaster response and MHPSS in emergencies
• Experience with IASC, UN, WHO, Red Cross or national emergency-response systems
• Experience strengthening rapid-response teams and institutionalizing emergency functions in government systems
• Experience working with organizations of persons with disabilities or women's-rights organizations
• French-language fluency
