Public Health Surveillance Consultant

Strengthens public-health surveillance and cross-border information exchange in Uruguay and participating MERCOSUR and PROTECT countries. The consultancy facilitates technical validation, consolidates standard procedures and produces practical recommendations for coordinated emergency preparedness.

• Coordinate preparatory meetings with national and regional technical teams
• Design methodologies, working documents and materials for cross-border consultation and validation
• Facilitate technical exchanges on public-health event information-sharing procedures
• Systematise observations, comments and recommendations from participating countries
• Produce a final validation report covering methods, results, agreements and regional recommendations
• Consolidate validated standard operating procedures, comment matrices and information-flow diagrams
• Develop recommendations for applying and monitoring the agreed procedures

• Legal residence in Uruguay
• University degree in medicine or health sciences
• At least five years of experience in epidemiological surveillance, public health or emergency management
• Experience facilitating participatory processes and multinational technical consultations
• Experience developing and validating operational procedures, protocols or technical guidance
• Experience working with MERCOSUR countries
• Experience with international organisations and multi-country projects
• Excellent Spanish writing ability

• Four-month part-time consultancy ending no later than 15 December 2026
• Remote work with virtual meetings, possible in-person workshops and official travel
• Consultant is responsible for national taxes and social contributions
• Housing, health insurance and education benefits are not provided
• Selected consultant must use their own computer equipment
• Mandatory training must be completed during the first two weeks
