Consultant – Disability

Assesses disability and rehabilitation needs in Uruguay and supports implementation of the national physical rehabilitation plan. The consultant coordinates government and civil-society inputs, develops technical protocols and monitoring tools, and produces evidence-based recommendations.

Department: PAHO Uruguay Country Office

• Assess the national disability situation with health and social-development authorities
• Review evidence on disability, rehabilitation services, regulations and available information
• Coordinate the inter-institutional technical advisory group and document its decisions
• Develop technical guidelines, protocols and operational proposals for the national rehabilitation plan
• Design referral pathways, service-classification criteria and monitoring indicators
• Prepare progress reports and recommendations for health authorities and PAHO
• Facilitate presentations, workshops, interviews and field missions when required

• Legal residence in Uruguay
• University degree in public health or rehabilitation
• More than five years of demonstrated health-management experience
• Experience working with governments, organisations of persons with disabilities, NGOs or professional associations
• Excellent written Spanish

• Part-time national consultancy
• Remote work with in-person missions at the Ministry of Public Health when required
• Consultant provides their own computer and pays applicable taxes and social contributions
• Mandatory PAHO training must be completed within the first two weeks
