National PAHO Consultant - Salud Vial y Salud Urbana

Advances PAHO’s road-safety, urban-health and health-promotion agenda in Ecuador by coordinating national and municipal partners, monitoring policy reforms and indicators, applying WHO urban-capacity methods and producing evidence and recommendations for sustained local action.

• Support design, implementation and monitoring of road-safety policies and crash-prevention actions
• Monitor Ecuador’s road-safety projects, emergency-response indicator and transport-law reforms
• Coordinate territorial health-governance and intersectoral activities
• Apply the WHO urban-health capacity assessment in selected municipalities
• Support Healthy Municipalities and age-friendly local-government initiatives
• Coordinate national work with ministries, road authorities, emergency services, municipalities and partners
• Document progress, learning and recommendations across road safety, urban health and health promotion

• Third-level university degree in public health, epidemiology, public management, social sciences or a related field
• At least five years of technical or advisory experience in road safety, urban health or health promotion
• Experience working with the United Nations system or directly with United Nations agencies from a public-sector role
• Experience with municipal or autonomous local governments on health promotion or intersectoral coordination
• Experience facilitating participatory processes or multisectoral technical committees
• Experience preparing technical reports, workplans or systematisation documents for cooperation agencies or government
• Experience monitoring indicators or information systems related to road safety or urban health
• Spanish proficiency and intermediate English for meetings, technical materials and international coordination

• Full-time national consultancy from 31 August 2026 to 31 July 2027
