Overview
Develops the laboratory and diagnostic systems strategy for the tuberculosis component of Central African Republic’s GC8 grant. The consultant assesses the national network, defines diagnostic, quality, biosafety, maintenance, supply and specimen-transport systems, and contributes to an integrated 2027–2029 implementation plan.

Responsibilities
- Assess the national tuberculosis laboratory network and diagnostic capacity
- Design the national laboratory-system and tuberculosis diagnostic strategies
- Develop quality-assurance, biosafety and equipment-maintenance plans
- Define staffing, consumable and reagent supply needs
- Design platform connectivity and specimen-transport mechanisms
- Prepare capacity-building and performance-monitoring frameworks
- Coordinate technical work with the tuberculosis programme, ministry and partners
- Draft and validate integrated GC8 strategy chapters and implementation recommendations
Requirements
- Doctorate in medicine, pharmacy, medical biology or an equivalent qualification
- Specialist training in medical biology, microbiology, public-health laboratories, public health or a related field
- At least seven years of experience in tuberculosis laboratory systems
- Experience strengthening national laboratory networks and rapid molecular-diagnostic technologies
- Experience with Global Fund grants and countries with a high tuberculosis burden
- Excellent spoken and written French
