Overview

Produces country fiscal-space analyses for sexual and reproductive health and rights under WHO’s Africa health-systems programme. The home-based consultant quantifies financing gaps and domestic-resource options, develops scenarios, consults stakeholders and delivers technical reports and policy briefs.

Responsibilities

  • Map SRHR financing flows, budgets and data gaps
  • Quantify expenditure, financing gaps and resource-mobilization options
  • Develop baseline, reform and accelerated financing scenarios
  • Consult finance, health and civil-society stakeholders
  • Facilitate a national validation workshop
  • Produce fiscal-space reports, policy briefs and presentations

Requirements

  • Relevant advanced university degree
  • Seven years of health-financing, health-economics or public-finance experience
  • Hands-on fiscal-space analysis experience
  • Quantitative public-health expenditure analysis
  • English
